Abstract： In this paper, we do research on the information technology industry for the study object, and discuss the relationship between the intensity of undertaking IT service transnational outsourcing and technology spillover effect. In addition, combining the capacity theory to research moderating effect of enterprise's absorptive capacity and operation capacity to IT services transnational outsourcing and technology spillover effect. We use the 174 IT listed companies in stock markets of Shanghai and Shenzhen of China from 2009 to 2013,choosing the 870 samples as the panel data and building an empirical model for analysis. Through Hausman test, we pick up the fixed effects model for empirical test. The empirical results show that: the intensity of undertaking IT service transnational outsourcing and technology spillove effect showed positive correlation; the absorptive capacity of human capital do not have remarkable effect to them; the absorptive capacity of government support have negatively effect to them; the absorptive capacity of R&D spending have positively effect to them; the absorptive capacity of degree of opening to the outside have positively effect to them; the enterprise operation capacity have positively effect to them.
